It is subconscious advertising efforts at work here. By calling it "new" the implication is that it is not the same old crap you are used to, and by calling it "improved" that means they made it better.

It's just advertising. I think they mean "newly improved. " but, why do people say, "tuna fish? " i mean, if it's a tuna, it's a fish. We don't say "chicken bird," or "beef bovine".
